[Portland] Separate list for bugzilla posts?

It appears that the Portland bug tracker is set up to send all changes
to this list.  A better approach would be to create a separate list
(portland-bugs@ maybe?) for this traffic.  That way, people interested
in following the bugzilla traffic via email can do so, while those who
are not interested can focus on the regular list discussions.

I suspect there are many people who would like to keep a pulse on the
Portland project, but for whom the bugzilla messages may push the list
traffic above their threshhold.
