[Portland] SuSE's xdg-menu

I think if we do this we need to rename xdg-icon as well, since it is
not clear what the difference between xdg-icon and xdg-desktop-icon
would be.

What about something like xdg-install-menu, xdg-install-desktop,
xdg-install-icon?
