[Portland] Testing xdg-utils

All,

I have put together a test strategy for testing xdg-utils in preparation
for the 1.0 release. I have checked a draft in to CVS at
http://webcvs.freedesktop.org/portland/portland/xdg-utils/tests/spec/tes
t_specification.pdf

My intention with this document is to capture what we want to test
rather than the exact details of how it will be tested. As I develop the
tests, I will be making corrections to any minor errors there may be
here. That said, any comments/additions/corrections are welcome.
