Hmm, I don't think that's worth the effort.
I just thought if it were configurable, it would not be an issue at all.
All the handlers we delegate URIs to, i.e. exo-open, gnome-open, kfmclient or
(in the generic path) the browser, can handle mailto.
IMHO mailto should be correctly handled by xdg-open, xdg-email should just
accept mailto for completeness, i.e. its usual use case would be taking the
individual arguments.
