[Portland] xdg-utils: xdg-email usage change - make 'To:' optional?

Hi,

I'm trying to expand the use of xdg-utils in a product set.

However, we have an application that relies on being able
to start an email without specifying the recipient; it
relies on the native Linux mailer to let the user enter that.

Does anyone object if I modify xdg-email to make the 'To:'
optional?  Does that work with the downstream mailto handlers?
