[Portland] RFC: Strip browser fallback out of xdg-email

On my ancient Debian system, which runs an xfce that doesn't
support exo-open, my xdg-email falls back to the generic
mode. Which then opens a browser to a blank page and calls
that success for a mailto :-(.
I think that these days, most browsers no longer also
do mail; Mozilla is obviously an exception to that.
(Sadly, mozilla on my box is browser only, and doesn't
include email component).
So, I propose eliminating that fallback altogether; the
attached patch does that.
I suppose an alternate would be to limit the browser
string to just mozilla, but since it doesn't work on
my system, I'm skeptical of that choice...
