[Portland] DAPI D-Bus: Qt3 test application

Hi,

I created a Qt3 based (thus needing the same bindings the dapi_kde daemon 
needs) test application[1] for a couple of te DAPI calls, i.e. the ones I 
currently have implemented in the daemon :)

Bindings had a couple of necessary changes, so the current version[3] is 
needed.

If you want to test against the KDE daemon, an updated version is here[2]
