[Portland] xdg-email with utf8 subject or body

Hi,
I've noticed that parameters passed as utf8 strings into the subject
or body portion of xdg-email are encoded into url-compatible strings
before being passed to the user preferred mail composer. The
url-escape is unaware of utf8, so the unicode strings aren't passed on
correctly.
For instance, on my ubuntu machine with en_US.UTF-8 locale, the
following brings up Evolution with a blank title:
xdg-email --subject "Éléphant"
while gnome-open mailto:?subject="Éléphant" brings up Evolution mail
composer dialog with subject Éléphant as expected. Is there any
particular reason for encoding these strings?
