Here's a prototype implementation.  I guess the next step is to
open a feature enhancement request in bugzilla
and attach the patch as an example...

Different desktop environments store settings like the default web
browser and proxy configuration parameters in different ways, and
there doesn't seem to be any standard way of querying (or changing)
these settings. The xdg-utils package provides a wrapper around some
related functionality, like "opening" a file or URL (which might *use*
the default web browser setting), but falls short of a general
configuration query mechanism.

I'm working on a small addition to xdg-utils: a new utility called
xdg-settings that will allow settings like these to be queried and, in
some cases, changed. I've posted a small page about it along with an
in-progress version at
http://www.crystalorb.net/mikem/xdg-settings.html to get some feedback
on this idea.

didn't get any reply, so I'm asking about it here.)
