[Portland] New web site for xdg-utils

Hi,

As you probably know, the web site/wiki for Portland/xdg-utils has been
in a state of disarray for a while. I have now created a new page for
xdg-utils at the main freedesktop.org wiki:

http://www.freedesktop.org/wiki/Software/xdg-utils/

I have replaced the directory index at http://portland.freedesktop.org/
with a page pointing to the new address. I also took the opportunity to
clean up the web space from old cruft (moving it into the "old"
directory) and copying Rex's latest releases to the download directory.

I have toned down the name Portland since there is only one active
Portland project nowadays.
