 As discussed on IRC.
   We want the default.pa we ship with debian to automagically load module-
 hal-detect iff it's available. If it's not available it should load the
 normal module-detect.

 Currently that's not really doable, something like
 load-module-with-fallback <module>, <fallback-module>  would be nice
