Comment:

 This is most likely the case because PA couldn't open any audio device and
 thus is not able to create a stream on any. Some other process is probably
 blocking the device.

 I am closing this bug now. Feel free to reopen it in case my educated
 guess above is not correct. In that case please attach the full output of
 PA when run with "-vv" as arguments.
