 This is a fedora packaging issue, not a pulse issue per-se.

 Lennart does both, but it's more appropriate that you report this in the
 Fedora/RH bugzilla.

 FWIW, I "solved" this same issue in mandriva packages by just putting
 libpulsedsp.so into the lib[64]pulseaudio0 package...
