 Actually, I stand corrected.

 I've just done more tests and PA does actually restore the volume properly
 to e.g. 137%. It's only when you select the device in gnome-volume-
 control, that it jumps back down to 100%.

 Test Case:
  1. Open pavucontrol and gnome-volume-control
  2. Plug in USB device
  3. Use g-v-c and set device to the USB one.
  4. Use g-v-c and set volume to e.g. 130% (something >100%).
  5. pavucontrol will show volume % but bar will just be at maximum.
  6. Unplug device.
  7. Plug device back in.
  8. Before touching anything, note that pavucontrol has the volume set to
 130% (e.g. it was restored by pulseaudio daemon correctly).
  9. Use g-v-c and set device to the USB one.
  10. Watch g-v-c present the volume as 100% and see pavucontrol's %
 suddenly drop to 100% too.

 So the problem is almost certainly in g-v-c. Back to gnome with you!
