#609: Do not allow applications to change device volume

I just got my ears hurt because of an Amarok2 bug it seems. The device
volume (or maybe stream volume?) was changed by it from my usual 50% to
 144% and more.

It would be nice if (buggy) applications were disallowed to change device
volume. I set the device volume since the amplifier and speakers are very
loud at 0dB and I want to leave headroom for silent recordings.

I want this device volume to increase only when I want it. I think this is
only the case when there is some silent recording and I go to Volume
Control and increase that stream volume and in turn Flat Volume chamges
the device volume (I have 0.9.15). That would be nice. :)

 Regards.
 Sladi
