 Setting a balance for your output (70% left, 100% right for example -- I
 have really darn crappy laptop speakers) is not always remembered.

 When the volume is reduced to 0 or muted, PulseAudio forgets the balance
 ratio.  Increasing the volume then occurs with 1/1 ratio.

 PulseAudio should remember the balance ratio regardless of the volume
 level or muted state.
