 When compiling from source and not using --enable-udev, the configure
 summary shows;
 Enable udev:                   no

 If I specify --enable-udev, the configure script dies on;

 checking for UDEV... no
 configure: error: *** UDEV support not found

 udev is installed in the usual places. Such as /lib/, /libexec/ and
 /libexec/rules.d, /etc/udev/, and /usr/include/. AFAICT udev (compiled
 from source) is installed correctly, especially when the system boots and
 all else udev related appears to be fine.
