 This is typically indicative of poor audio drivers. As you use HDA this is
 less likely, but it can still happen.

 Also try not to load the RTP modules. These can sometimes cause issues. On
 my laptop (3.5yr old dell core 2 duo) Pulse sits at around 0% when idle
 and sits at around 1 or 2% most of the time when playing.
