Comment(by coling):

 The problem here is that the system that would edit the stream-restore-
 database and the system that controls active, live streams are very
 different, so allowing the editing of no-longer-live streams is no simple
 matter.

 Added to this the fact that any sound shorter than a couple of seconds
 should really be marked up properly as "event" sounds as that is
 invariably what they actually are. In this scenario, the volume handling
 for such sounds would be dealt with by the "Event Sounds" slider that is
 permanently available.
