#827: autogain module

the title basically says it all. it would be great if it would be possible
to configure PA to automatically adjust the volumes based on the user
 preferences.
(de-)activation of autogain should be possible at runtime and separately
set-able for all active streams. maybe the gain parameters should be
 exposed as well(via DBUS ?)

background: most users would prefer to set the volume once, and only
change it when the external factors change(e.g. ambient noise, 'man,i love
this song!'-effect), rather than when the stream volume
changes(advertisements being inserted into the stream, songs of a playlist
not having been recorded with the same levels)

this would help to further the centralization of volume management in one
place, increasing user-friendliness of the desktop as a whole. Afterall PA
is pretty much the default sound manager on the linux desktop now.
