It depends what type of USB device is plugged in. I have a handset which I
clearly don't want to use for Music.... the logic has to be more fine
grained.
This will ultimately be supported but it's not a bug that will be fixed as
an individual case (which is why I'll close this bug - it's very much not
that this functionality wont be supported - it will!).
Really the routing logic needs to be improved but the "default" device is
really rather simplistic in PA anyway, changing it does not actually
change any active streams and individual applications can already be
configured to use it via moving the individual stream to the USB device.
When this is done those applications behave as you'd expect (I use this
all the time with lastfm-player for example).
I wrote an article about a year about about this, but haven't implemented
it yet. I will eventually tho', when I get time!

As I say, please ignore the fact that I'm closing this bug, I do fully
appreciate the need for this degree of functionality, but this bug's
presence won't really aid the implementation :) (if you feel you really
want the bug open, then feel free to reopen it and I'll try and remember
to update it when the functionality is implemented!)
