Currently, one can set devices per-application in PulseAudio, but it tends to
forget what you set if you unplug a device and return to the original default
even when the device is plugged back in. Along with this, it would be nice if
devices could report themselves as Chat applications or whatnot and be directed
to a different set of sound devices based on some sort of device grouping, with
defaults of General and Chat. This would help to make GUI based configuration
easier to accomplish and create a more central point for configuring
applications, removing the need to fuss with setting the device for a new
communication application which reports itself as such so that it automagically
uses the USB headset or other set device.

This would be similar to Windows 7's communication device setup but could be
done a step further by allowing people to select General or Chat
per-application as well in the event they do not report themselves as Chat
applications, and could allow for the user to add more groupings for more
complex setups.
