Hmm, very strange....
pacmd is not a regular client (like pavucontrol), but all the same it's
pretty trivial and I've not heard of it not being able to talk to the PA
daemon. It basically sends SIGUSR2 to the pa daemon which triggers it to
load module-cli which pacmd then uses to talk to the daemon directly in a
kind of debug mode. If you could perhaps debug this further (perhaps
stracing and/or popping in to our IRC channel so people can help you work
it out in a more realtime manner (as the bug system is not a support
system and we don't want unrelated stuff confusing the valid bug
information)).
FWIW, in 99.9999% of cases you do NOT want to put users in special groups
such as "audio". Console Kit takes care of permissions by setting ACLs on
the the device nodes for the currently active user from udev-acl callouts.
