This bug still exists, as of 1.1 (the 1.1-9.fc17 package from Fedora 17) on
kernel 3.6.8-2, but I suspect it is an alsa bug, rather than pulseaudio.
The behavior is accompanied by this kernel error:

ALSA sound/usb/mixer.c:415 cannot get current value for control 2 ch 1: err =
-22

Which happens every couple of seconds.
