Sorry, I misremembered the length of microsecond - I thought that it was one
billionth of a second, but since it's actually one millionth, the latency
offset can be parsed as a 32-bit integer (the available range from roughly
-2000 seconds to roughly 2000 seconds should be enough for everybody).
