blocker does not mean what you think it does (it is used to mark blockers for
the next release and should be set by developers).

Your problem is not clear, so let me try to summarise:

You have an HDMI output but do not wish to use it. You have a "normal" card
that you do wish to use. PulseAudio always selects the HDMI output, which you
do not want.

Is that correct?
