They removed it because the "workaround" didn't work for everyone.

Some people have a working Skype with PULSE_LATENCY_MSEC=30 and broken without
it.

Other pople have a working Skype without PULSE_LATENCY_MSEC=30 and broken with
it.

Having such a workaround in the repo is dumb.
