Shouldn't start-pulseaudio-x11 be modified to not start pulseaudio when socket
activation is enabled and running under systemd?

Also, you should probably generate pulseaudio.service with an AC_CONFIG_FILES
directive (like start-pulseaudio-x11) and use PA_BINARY instead of
@bindir@/pulseaudio.
