To enable speex, you just need the development headers to be installed. You can
also pass --with-speex to configure, if you want configure to fail if speex
can't be enabled.

What do you mean by ffmpeg not working? It should always work, except when
trying to use it in a context (e.g. module-loopback) that requires a resampler
that can support dynamic sample rate changing.
