sorry, forgot to mention: tested on arch linux:
3.17.6-1-ARCH #1 SMP PREEMPT Sun Dec 7 23:43:32 UTC 2014 x86_64 GNU/Linux

also, the only change from stock pulse/daemon.conf is flat-volumes (set to 'no'
on my laptop). but the issue happens with that left on 'yes', too.
