This sounds like there might be some other service resetting the ALSA volume
levels (look for an ALSA related service). If PA autospawn is disabled and you
have nothing else starting it, then it will not start.

If that doesn't work, please enable verbose debug logs (log-level = debug in
/etc/pulse/daemon.conf) and then see if you actually see anything PA-related in
the journal. If you do, do reopen this bug and we can figure out why this
happe.s
