Are laptops' external speakers labelled as line out? I ask that since normally
plugging in headphones results in the external speakers being muted?

I tried killing the pulseaudio process (I had to set autospawn = no in
client.conf), and as a result, I can repeatedly suspend/resume and my
headphones continue to work. The sound plays out of the speakers as well (not a
major issue for me since I can turn them off).

I also tested on another machine, with a Realtek ALC1200 chipset, and couldn't
reproduce the issue. Does that confirm that there is a problem on the kernel
driver side?
