No, it shouldn't. client.conf is read by libpulse, not systemd or the
pulseaudio server. Hence, 'autospawn', 'daemon-binary' and 'extra-arguments'
only affect libpulse's autospawning.

Also, a user's client.conf completely overrides any global client.conf.
