Whilst in principle I could work to "disable" the internal speaker port using
the tool you mentioned I don't think that this is something that the typical
non-power user would be expected to do. After all there are a lot of tower
computers that do not have any internal speakers in the box, even if there is a
sound output socket on the motherboard. If a user chooses to have a simple HDMI
connection from the box to a monitor or his house TV set to use as a monitor
with sound, and have to clutter his desk having a set of speakers and
associated additional physical leads, then getting it going for any up to date
linux system, whether it is arch, Ubuntu, Fedora or any other flavour should
not need the user to start looking at internal changes in order to have sound
for normal desktop operation,  simply work with minimal config setup. 

I think it is perfectly reasonable for a user to expect to be able to install
pulseaudio and its associated libraries and click on a GUI setup facility and
select HDMI if he/she so chooses, and then expect it work continue to work
whether his system sleeps or power saves his monitor, or not. After all the
patch that caused this problem was added in the current release of pulseaudio,
so it should either be reverted or the problem fixed.
