I have the same problem:

nils at linux ~ % pactl list sinks | grep "Name:"
        Name: alsa_output.pci-0000_00_03.0.hdmi-stereo
        Name: alsa_output.pci-0000_00_1b.0.analog-stereo
nils at linux ~ % pactl info | grep "Default Sink:"
Default Sink: alsa_output.pci-0000_00_1b.0.analog-stereo
nils at linux ~ % pactl set-default-sink alsa_output.pci-0000_00_03.0.hdmi-stereo
nils at linux ~ % pactl info | grep "Default Sink:"
Default Sink: alsa_output.pci-0000_00_1b.0.analog-stereo
nils at linux ~ %
