This new logic has been introduced with
https://github.com/pulseaudio/pulseaudio/commit/6b348961304903483aa78d4ddc1fd036ef75a7cb#diff-896600d0676bd6ea79841affee62f5e0
and updated since, so this is why the behaviour was different before.
