FWIW, I have opened bug #435 about this.  To summarize the bug so far, 
Creative Labs cards (I'm using a EMU10k1) suck because Creative doesn't 
play nice with documentation on how to program them.

So I've swapped to using my integrated:

00:14.0 Bridge: nVidia Corporation MCP51 Ethernet Controller (rev a3)

for my main audio output, but stuttering happens about as much there.

Additionally, if the volume controller in the Output Devices tab of the 
PA Volume Control applet is set at 50% or lower, the output mutes 
completely rather than just gets quieter.
