As already mentioned on this thread this is mostly an issue of ALSA
which allows setting the volume to senseless over-amplification.

One item on my todo list is top cap the volume upwards at 0db, and
make sure we go down to at at least -80db or so downwards, if necesary
in sw. If this available, then volume control should behave the same
on all devices.
