AFAIK VLC doesn't support PA natively.

You might have a chance to get it working through our ALSA (install
alsa-plugins-pulseaudio) OSS (install pulseaudio-utils and prefix your
vlc call with "padsp") or ESD compat layer (available by default). YMMV.
