That makes sense. The last missing piece of the puzzle, is how to find
the value for the device parameter.

Apparently this can be found using: 

$ pacmd list-sinks | grep name:

So now my my ~/.asoundrc looks like this:

pcm.pulseheadset { 
          type pulse

          type pulse 
          device "alsa_output.usb-Plantronics_Plantronics_Headset_00050-0504044410003-V060000D-00.analog-stereo"
}

Now the commands:

  aplay -D pulseheadset /usr/share/sounds/alsa/Front_Center.wav 
  aplay -D pulse /usr/share/sounds/alsa/Front_Center.wav 

works as expected.
