You are not very specific about what you want to do, but perhaps
pasuspender is what you are looking for?

Run "pasuspender otherprogram" to run otherprogram with pulseaudio
temporarily disabled (no longer using the audio devices). When it
finished, pulsaudio will be enabled again.
