PA <= 0.9.14 is incompatible with libtool 2.2.

Either downgrade your libtool, or upgrade to PA 0.9.15 (i.e. one of
the test releases from last week).

Also, there is no point in compiling .13. .14 is an important bugfix
release and no other changes. There is no excuse to still use .13.
