I can't remember if it was you speaking about something like hyperlink-style:
- goes blue + underlined on mouseover
- click opens an "action(s)" contextual menu

I would find that pretty usable and neat looking, and not too confusing,
and prefer that to a tooltip, but that's only my opinion...
