Hi,
I've not used Orca in anger, but have played with it on the current
Fedora 11 beta, and have had some success through pulseaudio.
It appears there is a new speech synthesis interface "Speech
Dispatcher", which supports native pulseaudio output. However, there's a
couple of issues out of the box (at least with current F11).
1) Speech Dispatcher isn't installed by default
2) Once installed, it's not configured to use pulse. (There's already a
bugzilla for this - https://bugzilla.redhat.com/show_bug.cgi?id=492015)
3) Also, it's currently configured as a system service. (There's a
suggestion here that it needs to be run per-user -
http://live.gnome.org/Orca/SpeechDispatcher)
After making the above changes, and then configuring Orca to use SD, it
worked ok for me though pulseaudio. Note that I haven't made a direct
comparison against native alsa output, so couldn't say whether the
quality/performance compares favorably..
Hope this helps,
Jon
