lsof says that metacity has opened the libcanberra[-gtk] library:

Ah ha. But somebody said "backend" That above looks like
metacity/libcanberra are using an ALSA "backend". Let's see what kind
of pulse alternative there is... Yup... Just installed
"libcanberra-pulse". Let's see how that changes the "user
experience". :-)
Hrm. A number of apps are using libcanberra and might benefit from
being restarted to use the pulse backend:
gnome-set 18571 brian mem REG 252,2 13776 317538 /usr/lib/libcanberra-0.15/libcanberra-alsa.so
metacity 18592 brian mem REG 252,2 13776 317538 /usr/lib/libcanberra-0.15/libcanberra-alsa.so

Sweet. Restarting metacity seems to have gotten things in better shape:
metacity 18945 brian mem REG 252,2 26156 311402 /usr/lib/libcanberra-0.15/libcanberra-pulse.so
And even sweeter now... metacity "bell" volume is following the "System
Sounds" setting. Nice.
