I believe so. But if it does automatic adjustment of the stream volume
while flat volume is used, then it may also automatically change (push
up) the user-visible source reference volume. Any automated messing with
the stream volume is a bad idea with playback streams, but maybe it's
acceptable with record streams. However, I think if the stream volume
adjustment can cause changes in the source reference volume, Skype could
as well just tweak the source volume directly - it's not a significantly
bigger sin. Then it wouldn't have to worry about the flat volume setting
at all.
