I've changed my vote again. Now I vote for CARD_PROVILE_ACTIVATE_START.
I don't personally mind if there will never be a matching _FINISH hook.

One thing came to my mind that I can use to strengthen my argument for
having separate concepts for card profile change and card profile
activation: when a card is created, I think it shouldn't fire a "profile
changed" hook, but it should fire a "profile activate start" hook.
