Any progress here? If not, I will fix up the patch with the review
comments I got back then and commit it as module-bluetooth-policy. We
can then extend it with required additional policy as people implement
it.

Right, once all the pending work for dealing with routing goes in, we
can revisit how this module works (or if it's needed at all).
