As promised here's the first pre-release for 3.0. I'll include proper
release notes and a shortlog for the final release.

>From packagers' perspective, there are some depedency updates:

 * You now need libsbc for Bluetooth support. The code used to be
bundled in PulseAudio, but the BlueZ upstream folks have now split it
out into a standalone library.

 * We have also moved our tests to use the check framework, so you'll
need that to build and run tests.

 * Support for HAL was dropped.

Please test and provide feedback and bug reports.
