[pulseaudio-discuss] [PATCH] core: Add an "internal" suspend cause

(this was on list before in slightly different form, now posting to make core
not depend on module-suspend-on-idle)
This lets us suspend devices from within the core for short periods
without having to overload one of the existing suspend causes.
